U.S. programmers outsourcing their jobs [on hold]

It came to my attention that there are a lot of programmers
non-programmers in U.S.A. outsourcing (or trying to outsource) their jobs.
Some time ago there was in the news the case of the employee who got
caught outsourcing his entire job to China

I do freelance work on oDesk and Elance. Two times already some random
indian guy offered me this kind of job. I also had an experience with a
guy who had like 6 or 7 telecommute jobs and was outsourcing them all.
I'd like to know if someone else noticed the same trend.
