what is LogLevel debug and how can use/enable it [on hold]

so i've been getting this error in one my error logs
Request exceeded the limit of 10 internal redirects due to probable
configuration error. Use 'LimitInternalRecursion' to increase the limit
if necessary.
Use 'LogLevel debug' to get a backtrace
apparently there is something wrong with my htaccess
i've no idea what is LogLevel debug and how can i use or perhaps enable it
... ive been googling for hours but i had no luck ...
so pleas someone explain to me very short and fast :
how can i enabled or if it's enabled where can i find the log file ?
